Can time spent directly supervising other personnel, or being directly supervised, count toward the continuing education requirement?

No. While time spent being directly supervised can be counted toward meeting appropriate initial requirements, time spent directly supervising other personnel or being directly supervised cannot count toward the continuing education requirement for either the supervisor or those being supervised.
