Are stereotactic biopsy, needle localization, and ductography considered mammographic modalities?

No. A mammographic modality means a technology for radiography of the breast. All of the above refer to interventional procedures in the breast, as opposed to mammographic modalities of the breast. They are currently exempted from the definition of mammography and, therefore, the requirements of the final regulations.
