Approval of Speaking Engagements
Purpose.
The purpose of this memorandum is to establish a
procedure for the approval of speaking engagements by ODE staff
members prior to the preparation and submission of clearance forms
required by the Center.
Background.
Because of the increased visibility being given to ODE programs,
actions, policy statements and guidance, it has become
more important than ever for ODE management to be aware of and
concur in public talks by ODE staff members. Although ODE
management has to be kept informed of the potential affect of
presentations on perceptions about ODE policies and regulatory
activities, we do not intend to arbitrarily or unreasonably
interfere with the normal flow of information from ODE staff
members. On the contrary, we encourage ODE staff members to be
invited to make presentations at public meetings and to engage in
the exchange of ideas, especially on scientific and technical
issues.
Procedure.
Each staff member who is invited to make a presentation
at a meeting at which non-government employees will be in
attendance should obtain office level concurrence before accepting
any such invitation. To accomplish this, the staff member should
prepare a brief description of the topic that will be presented
and identify the name of the meeting, its sponsor, the location,
and the approximate date. This description should be forwarded,
through the employee's supervisors who should initial their
approval of the presentation, to the PMO office director who will
obtain the necessary concurrence of the Office of the Director,
ODE. It is preferable to receive initial invitations verbally;
once office concurrence is obtained the sponsoring organization
should be asked to confirm in writing the invitation and
participation.
If the primary thrust of the presentation is to discuss ODE policy
issues, as opposed to technical, scientific, or professional
issues, the party extending the invitation should be asked to send
an invitation for a speaker to the Office of the Director, who
then can select a speaker. Similarly, if the major purpose of the
presentation and participation is to discuss Center policy-issues
as opposed to matters primarily of concern within ODE, the
requester should be referred to the Office of the Center Director.
After the steps above have been completed and preliminary office
level or Center level approval has been obtained, it will be
necessary to obtain an ICC title clearance and, if the speech will
be published, an ICC review of the speech itself. These Center
clearances can be discussed with the ODE ICC representative.
Effective Date.
This policy is effective immediately.
