ODE Peer Review Promotion Process


Purpose.  


The Regulatory Review Committee for peer review of proposed promotions 
to Non-Supervisory Review Scientist GS-14 or GS-15 meets approximately 
four times each year.  The purpose of this memorandum is to clarify 
for the ODE staff the procedures used within ODE whereby staff members 
are nominated for such promotions.


Procedure.  


The following steps are required to be nominated for non-supervisory 
review scientist, level GS-14 or GS-15

         1)  To initiate the process, the Division Director should 
present the names of any potential candidates in the Division to the 
Office Director during a one-on-one session.

         2)  The Office Director will approve or disapprove each name and
request the Division Director to develop a brief summary (not to exceed 
one page) for each approved potential candidate for further 
consideration/review.  (Note: the brief summary should be given only to 
the Office Director and/or the PMO at this point.)

         3)  The Office Director may consult with ODE Senior Staff before 
deciding whether a promotion recommendation package should be developed 
for the recommended candidate.  For GS-15 candidates, the Office Director 
will consult with CDRH Senior Staff.  

         4)  The Office Director will notify the candidate's Division 
Director of the decision.  If the decision is positive, the Program 
Management Office will assist in the development of a nomination package 
for submission to the Regulatory Review Committee.


Effective Date.  


These procedures are effective immediately.
