Dear Mr. Hazell:
On August 28, 2001, a Food and Drug Administration (FDA) inspection was conducted at the triturator building maintained by Dulles Airport Airline Management Commission (DAAMC) at Dulles International Airport, Washington, D.C. At the conclusion of the inspection, Form FDA 483 (Inspectional Observations), listing five deficiencies, was issued to John E. Senter, Facilities Chairman of DAAMC, by Interstate Travel Program Specialist Bruce E. Kummer. A copy of the Form FDA 483 is enclosed.
The inspection revealed serious deficiencies from the Interstate Conveyance Sanitation regulations, Title 21, Code of Federal Regulations (21 CFR) Part 1250. The deficiencies were as follows:
(1) The triturator was not functional (motor on grinder broken);
(2) There was an accumulation of sewage, toilet tissue and debris to the top of the triturator pit, with some debris seeping onto the floor of the triturator building;
.(3) The backflow preventer on the main water supply piping in the southwest corner of the triturator building was leaking through its vent;
(4) There was inadequate backflow prevention between the water piping supplying the triturator and the handwashing sink; and
(5) There was no "Unfit for Drinking" sign at the handwashing sink.
As a result of these deficiencies, this facility has been classified as "Provisional." Another inspection will be conducted on or about October 29, 2001 to determine if these deficiencies have been adequately corrected. If acceptable corrections have been made, the facility will be returned to an "Approved" classification. If corrections are unacceptable, a "Not Approved" classification will be assigned.
Airlines are prohibited from obtaining aircraft lavatory or watering services from companies that have been classified as "Not Approved." Land and air conveyances engaged in interstate traffic are required to use servicing areas within the United States that have been approved by the Commissioner of Food and Drugs as being in compliance (2 1 CFR 1250.60). In addition, the regulations require adequate drainage, watering equipment, employee conveniences, disposal of human wastes and garbage disposal in servicing areas so as to prevent the spread of communicable diseases (21 CFR 1250.65). Further, servicing areas and stations where land and air conveyances are occupied by passengers must be operated so as to avoid contamination of such areas and stations by human wastes (21 CFR 75(a)).
Please notify this office in writing, within 15 working days of receipt of this letter, of the specific steps you have taken to correct the deficiencies and to prevent recurrence.
