Ellen Laymon is a graduate of Oregon State University with a B.S. in Food Science. She worked in the seafood and fruit and vegetable processing industries prior to joining the Oregon Department of Agriculture in 1999. She was a Food Program Manager for the Department's Food Safety Division for over ten years and a 2006 graduate of the Leadership Oregon program.
Ellen has served on the Western Association of Food and Drug Officials (WAFDO) Board of Directors as the Liaison to the AFDO (Association of Food and Drug Officials) Board of Directors, served as co-editor of the WAFDO newsletter (WAFDO Flash) and is resigned as the Past President for WAFDO. Ellen has served on the AFDO Board as the Secretary/Treasurer, and in the office of vice President and President elect. She has been an active WAFDO and AFDO member since 2002, and has co-chaired the AFDO Retail Food, Field and Food Committees. Ellen participated on the AFDO Steering Committees for developing foodSHIELD, The International Food Protection Training Institute and The Fellows Course for food safety professionals. In 2009, she led a committee to develop the Elliott Grosvenor Award; the Crumbine equivalent for State programs, which was awarded for the first time in 2011.
She developed the Oregon Pilot program for the Manufactured Food Regulatory Program Standards and was a member of the MFRPS Ad hoc Steering Committee. Ellen was also involved in the Retail Voluntary Food Program Standards for the Oregon Department of Agriculture’s Food Safety Division.
Ellen was Oregon's delegate to the Conference for Food Protection in 2004 and 2006 and has participated in CFP committee work.
She is a current member of both the Oregon Section Institute of Food Technologist and National Member of IFT. She served as treasurer for 3 years at OSIFT, was the recipient of the Oregon Section Marv Byer Volunteer of the Year award and Outstanding Section Volunteer to National IFT.
Ellen represented the Oregon Department of Agriculture on the Oregon Food Service Advisory Committee, Oregon States Fruit and Vegetable Advisory Committee, the Oregon Health Licensing Board and the County Level Environmental Health Board.
Ellen has served on the selection committee for the NSF Food Safety Leadership Awards Program since the inception 6 years ago and is a judge for local high school Intel Science Fair Competition (2006, 07 and 09).
In October 2006, Ellen traveled to Saipan, CNMI for a World Health Organization funded mission for regulatory and industry training. She planned, prepared and presented a four-day training for both audiences on bottled water, ice manufacturing and drinking water regulations.
In January 2010, Ellen moved to Washington, DC to work for the Division of Federal State Relations within FDA’s Office of Regulatory Affairs. She is a field member for the Manufactured Food Regulatory Program Standards Development and Integration Team.
