The food-contact substance is a mixture of 5-chloro-2-methyl-4-isothiazolin-3-one and 2-methyl-4-isothiazolin-3-one in a ratio of 9 to 1 parts by weight, respectively.

Attached is the Finding of No Significant Impact (FONSI) for FCN 999. After this notification becomes effective, copies of this FONSI and the notifier's environmental assessment, dated July 19, 2010, may be made available to the public. We will post digital transcriptions of the FONSI and the environmental assessment on the agency's public website.

Please let us know if there is any change in the identity or use of the food-contact substance.

Finding of No Significant Impact

A food-contact notification (FCN No. 999), submitted by Thor GmbH, to provide for the safe use of a mixture of 5-chloro-2-methyl-4-isothiazolin-3-one and 2-methyl-4-isothiazolin-3-one at a ratio of 9 parts to 1 by weight, respectively, as an antimicrobial wet-state preservative in coating formulations and additives, including fillers, binders, pigment slurries, and sizing solutions, used in the manufacture of paper and paperboard.

The Environmental Review Team has determined that allowing this notification to become effective will not significantly affect the quality of the human environment and, therefore, will not require the preparation of an environmental impact statement. This finding is based on information in the notification, including an environmental assessment, dated July 19, 2010, submitted by the notifier and other information known to the agency.
