TO: All Regional Food and Drug Directors
Attn: Regional Milk Specialists

FROM: Dairy and Egg Branch (HFS-316)

SUBJECT: 2011 Revision of the Evaluation of Milk Laboratories

The 2011 Revision of the Evaluation of Milk Laboratories (EML) document has been completed and an electronic version is being provided to the State Regulatory, Rating and Laboratory Agencies.  A copy has been provided to the printers and if you wish to receive a hard copy of the document, please forward your request to either CFSAN’s Laboratory Proficiency Evaluation Team (LPET) or to CAPT Robert Hennes.

The 2011 EML will become effective within one (1) year following the issuance of this M-I and its corresponding electronic publication (February 16, 2013); or by the official notification to the States through the transmittal of an IMS-a, as applicable, following the Conference at which the changes were passed.  For States that can legally enforce the new regulations based on the issuance of IMS-a-48, the effective date for the 2011 EML will be November 7, 2012.

When the electronic version of the 2011 Revision of the EML is posted on the FDA Web Site an M-I will be issued announcing the availability of the document on the FDA Web Site.

Copies of this memorandum and the 2011 EML document, when received, should be distributed to Regional Milk Specialists, State Milk Regulatory Agencies, State Laboratory Evaluation Officers and State Milk Sanitation Rating Officers in your region.  This information should also be widely distributed to representatives of the dairy industry and other interested parties and will be available on the FDA Web Site at http://www.fda.gov at a later date.

If you would like an electronic version of this memorandum and/or the 2011 EML prior to it being available on the FDA Web Site, please e-mail your request to Robert.Hennes@fda.hhs.gov.
