  • An IFR is a final rule that has
    • the full force and effect of law
    • affected parties have an obligation to comply with its requirements

  • An IFR allows stakeholders to
    • submit comments during the public comment period on the areas requested in the interim final rule
    • The agency will consider timely comments before deciding whether to issue a revised final rule or confirm the interim final rule as final
