Management/Program Analyst – ORA

 

Description of Duties
 
  • Conducts studies, or parts of studies to assist higher graded analysts, of work processes and administrative procedures which are clerical, routine, straightforward and common to several different organizations.
  • Gathers and organizes narrative and statistical information using established methods, techniques, or precedents, such as questionnaires, interviews, review of computer data, or comparison of past and present staffing levels. Work processes are observed to identify problems in work flow and processes, and distribution, forms and records keeping, span of control, staffing ratios, and organizational structure.
  • Organizes and delivers briefings to present findings, solutions, and recommendations to mangers, and prepares option papers and similar staff reports.
  • Analyses and evaluates management practices and methods, and the administrative operations of substantive organizations and complex functions.
  • Provides expert analysis and evaluation of work processes and policies, management practices and work operations.
 
Qualifications
 
Basic requirements for all grades in this position include:
 
A. 4 academic years above high school leading to a bachelor’s degree, or Bachelor’s degree, OR
One year of specialized experience, equivalent to the next lower grade level in the Federal service applying established methods and techniques to evaluate the efficiency or effectiveness of programs, work operations, or procedures; identifying trends or deficiencies with administrative or program operations and procedures; utilizing established databases to track time-sensitive documents; and reviewing scientific or technical documents for accuracy and completeness.  -OR- 
B. A Master's or equivalent graduate degree; or 2 years of progressively higher level graduate education leading to such a degree in public administration, business administration, or a closely related field which provided the knowledge, skills, and abilities to do the work of this position.  -OR- C. A combination of specialized experience as described in A and graduate education as described in B that, when combined, equal 100% of the total requirement. (Please note that only graduate education in excess of the first 18 semester hours may be used in this calculation.)
 
Grade (Salary) Level
Federal General Schedule (GS) grade levels at which Management/Program Analyst Positions are commonly filled are: GS-5 through GS-14.
 
Higher graded positions are directly related to additional education and/or specialized experience.

These positions are located at HQ (suburban Washington, D.C.)
