CAPT Carmen Clelland, Pharm. D.

CAPT Carmen Clelland is the Chief, Health Professions Support Branch for the Division of Health Professions Support, Office of Public Health Support, Indian Health Service (IHS). He completed his Bachelors Degree and Doctor of Pharmacy degree from the University of Oklahoma and completed a Masters of Public Administration from Walden University. Before coming to IHS Headquarters in Rockville, CAPT Clelland completed an ambulatory care residency in the Indian Health Service in 1989 and has worked in multiple IHS areas since including Oklahoma, Navajo, Phoenix, and Portland. He has held multiple clinical and administrative positions including Advanced Practice Pharmacist, Chief Pharmacist, Director Professional Services, and Director Quality Management. His current roles and responsibilities include policy and planning for healthcare recruitment and retention in the IHS.
