CLIENT SERVICES DIVISION

1. CLIENT SERVICES DIVISION (DMMEA).
A. Provides the full range of human resources services to all Food and Drug Administration (FDA) Directorates/Centers/Offices. Services include recruitment, competitive (Delegated Examining) staffing, merit promotion, position classification and management, and processing all personnel, pay, benefits, and retirement actions.
B. Establishes and maintains liaison with officials within FDA, Health and Human Services (HHS), Office of Personnel Management (OPM), and other Federal agencies to ensure currency on human resources management programs and practices, and to obtain information that may be helpful in making improvements in client service operations.
C. Implements, and provides interpretation consulting of, legal and regulatory requirements for all matters relating to human resource issues and transactions within the scope of the services provided.
2. OPERATIONS MANAGEMENT BRANCH (DMMEA1).
A. Develops, coordinates, implements, and provides advice and training on policies for staffing, classification, peer review classification, pay and compensation (to include payroll liaison with Program Support Center (PSC) and Defense Finance and Accounting Service (DFAS)), and processing for the client services branches.
B. Ensures consistency in program implementation by the Client Service Division’s human resource servicing teams via conducting internal
reviews and audits.
C. Serves as FDA expert in the application of the legal and regulatory requirements of the Client Services Division’s functions and conducts internal reviews of work to ensure compliance.
D. Provides training and briefings to ensure compliance with rules, regulations, policies, procedures and MSPs.
E. Reviews and approves all positions at the GS-14 and GS-15 levels and peer reviewed positions.
F. Reviews and provides final approval of all processed human resources actions and corrections.
3. BENEFITS BRANCH (DMMEA2).
A. Implements policy and procedures for retirement, life insurance and health benefits activities.
B. Evaluates draft and interim OPM and Thrift Savings Plan regulations and procedures and develops comments.
C. Processes all personnel actions involving retirement, life insurance, and health benefits for FDA employees.
D. Counsels new and current employees on retirement, health benefits and life insurance.
E. Coordinates with OPM, health benefits providers, and life insurance carriers to ensure proper management of programs.
4. DELEGATED EXAMINING AND GLOBAL RECRUITMENT BRANCH (DMMEA3).
A. Provides expertise and operational support for the development and design of the FDA’s delegated examining, direct hire, and other external appointing authorities for the purpose of expediting referrals of non-status applicants.
B. Identifies potential areas of streamlining and consolidating common FDA recruitment efforts in order to establish efficiencies in accordance with hiring reform requirements.
C. Institutes procedures to ensure that external recruitment guidelines, policies, and procedures are interpreted correctly and applied properly and to ensure that each applicant’s knowledge, skills, abilities, and qualifications are evaluated fairly and that all receive the appropriate preference and consideration as required by regulation.
D. Implements diversity recruitment and outreach efforts.
5. OPERATIONS DIVISION I (DMMEAA).
A. Provides leadership, guidance and direction to the division’s teams providing human resources services to FDA Directorates, Centers, and Offices; services include recruitment, staffing, merit promotion, position classification and management, processing all personnel and pay actions, and preparing contributing personnel training reports.
B. Responsible for ensuring all processing actions comply with standards and achieve performance expectations.
C. Implements workflow process and procedures improvements.
6. OPERATIONS DIVISION II (DMMEAB).
A. Provides leadership, guidance and direction to the division’s teams providing human resources services to FDA Directorates, Centers, and Offices; services include recruitment, staffing, merit promotion, position classification and management, processing all personnel and pay actions, and preparing contributing personnel training reports.
B. Responsible for ensuring all processing actions comply with standards and achieve performance expectations.
C. Implements workflow process and procedures improvements.
7. AUTHORITY AND EFFECTIVE DATE.
The functional statements for this Office were approved by the Commissioner of Food and Drugs on October 1, 2012.
