1. OFFICE OF PARTNERSHIPS (DLLRG)

A. Advises the ACRA, Deputy ACRA, and other senior ORA leaders on policies and programs in the development, coordination, and evaluation of the Agency partnerships with other Federal, State, local, and tribal regulatory Agencies.

B. Serves as ORA’s lead for interactions and collaborations with federal partners.

C. Serves as the Agency focal point for coordination with State and local counterpart agencies, including the programmatic administration of contracts and grants.

D. Coordinates with ORA field offices on State and local collaborations.

E. Provides an Agency focal point for all programmatic and operational relationships with counterpart Federal, State, and local officials to assure a cohesive and uniform Agency policy.

F. Provides overall agency leadership and guidance in the development, coordination, and evaluation of the agency Federal-State program policy.

G. Serves as the Agency liaison and coordinates with field offices in the day-to-day operations with organizations of Federal, State, and local officials whose interests correspond to those of the Agency.

H. Directs a program of State Management Conferences with key state officials and Agency Field components.

I. Serves as the Agency focal point for coordination of the programmatic aspects of all Agency contracts and grants with State and local counterpart Agencies.

J. Provides support and logistical functions for FDA’s Regional Specialists in the State Cooperative Programs.

K. Coordinates nationwide health fraud activities with ORA and the states.

2. STANDARDS IMPLEMENTATION STAFF (DLLRG1)

A. Provides support to states implementing or considering implementation of program standards, such as the Manufactured Food Regulatory Program Standard.

B. Collaborates with state cooperative program staffs in ORA Regional Offices to provide support for State cooperative program areas.

3. CONTRACTS AND GRANTS STAFF(DLLRG2)

A. Serves as the Agency focal point for coordination of the programmatic aspects of all ORA contracts and grants with State and local counterpart Agencies.

B. Collaborates with the Office of Operations’ Audit Staff and ORA District Offices to ensure appropriate oversight of ORA-related State and local counterpart Agencies’ contract work.

4. AUTHORITY AND EFFECTIVE DATE

The functional statements for this Office were approved by the Commissioner of Food and Drug on August 7, 2012.
