1. OFFICE OF THE CENTER DIRECTOR (DAECA).

A. Provides leadership and direction to assure the efficient and effective planning, performance, and evaluation of Center activities.

B. Staffs and supports the operation of the Center's Science Advisory Board to evaluate and evaluate the relevance and direction of the Center’s research programs.

C. Advises and assists top Agency management on research strategies that have impact on the development and execution of long-range program goals of the Agency.

D. Provides leadership and direction to all Office of the Director Office functions.

E. Provides counseling to all NCTR personnel on any or all matters that concern morale or functional productivity.

F. Provides Executive Secretariat support for the Immediate Office of the Director. Provides central control for and processes all Center public correspondence directed to the Director, including incoming/outgoing correspondence requiring Center policy review, report documents form GAO, OTA, the Federal Register, etc., and Center prepared responses to executive communications of interest to the Center Director.

G. Develops and operates tracking systems designed to resolve early warning and bottleneck problems with executive correspondence. Communicates Center Director's assignments and decisions to Center staff in preparing responses for his/her review and signature; secures background data, appropriate review, revisions, and concurrences from appropriate Center components for all communications signed by the Center Director.

2. AUTHORITY AND EFFECTIVE DATE.

The functional statements for this Office were approved by the Deputy Commissioner, Food and Drug Administration effective January 13, 2009.
