1. DIVISION OF MANAGEMENT AND BUDGET (DKKNBB)

A. Plans, monitors, and evaluates financial and budget activities in the Center, including programs, functional activities, and resource utilization

B. Coordinates and manages Center extramural programs, including technical and administrative contracts, and grants activities

C. Provides management analysis support in the form of management studies, program evaluations and other management support activities

2. PROGRAM AND RESOURCE MANAGEMENT BRANCH (DKKNBB1)

A. Oversees the execution of CDER's current year resources, and formulates, develops, and executes budget and financial plans for the Center

B. Tracks commitments, obligations, and funding transfers between Offices, Centers, and the Agency

C. Serves as a liaison between the Office of Acquisitions and Grants Services (OAGS) and the Center programs related to the Center Acquisition Plan (CAP) to ensure timely and proper execution of contracts, grants, and inter-agency agreements

D. Manages and oversees the Center's government purchase card program

E. Manages the Center's payroll budget and monitors FTE utilization rates

F. Provides support to Center offices in the implementation of financial management policies and procedures

3. MANAGEMENT ANALYSIS BRANCH (DKKNBB2)

A. Monitors FTE ceilings to ensure the Center is operating within the ceiling limit established by FDA, and advises senior management officials regarding current and future FTE resource allocation needs

B. Coordinates and facilitates the implementation of user fee programs by identifying and tracking critical review activities and standard cost factors, and report results from Center-wide time reporting surveys

C. Provides consultative services to CDER customers and management officials on strategies and solutions to operational and management issues such as timekeeping, organizational activities, personnel database management, delegations of authority, and internal controls, through management analysis and studies
