1. DIVISION OF PLANNING, ANALYSIS, FINANCE AND PROPERTY (DKKWAAD)

A. Develops and justifies the medical device and radiological health program budgets for both Headquarters and the field, and assists the Office of the Commissioner in justifying and presenting the budget to other Agency components, the Office of Management and Budget, and the Congress

B. Develops and implements Center long-range and strategic planning, operational planning, and management systems; recommends program priorities and allocation of Center resources, including the identification of new programs. Evaluates and monitors program output with respect to plans, resources, and budgets

C. Develops and conducts evaluations and impact studies to determine the effectiveness of Center programs and policies in attaining Center goals. Results of these studies are used to propose improvements in program effectiveness and resource utilization

D. Develops and conducts research studies to determine the cost effectiveness of Center programs and to forecast workloads. These are used in monitoring resource allocations, alternative operating plans, and program outcomes

E. Provides program planning and evaluation consultation services to Center personnel to meet both immediate and extended needs

F. Plans, develops, and implements Center policies, programs, and budget to manage Center finances, procurements and property

G. Develops and implements administrative policy for the Center's extramural research programs, including contracts, grants, and interagency agreements
