SERVICE FELLOWSHIPS

1. AUTHORITY DELEGATED.

A. To designate persons to receive service fellowships

B. To appoint service fellows

C. To determine specific stipend rates for individual actions within the ranges established under FDA’s Service Fellowship Plan

These authorities are delegated under authority of sections 207(g) and 208(f) of the PHS Act (42 U.S.C. 209(g) and 210(f)), and within the limits of an approved service fellowship plan, and 42 CFR Part 62, Part 61 Subpart B, and under the authority of section 742(b) of the Federal Food, Drug and Cosmetic Act (21 U.S.C. 379l(b)).

2. TO WHOM DELEGATED.

First-level supervisors, as well as officials higher in the supervisory line, are authorized to designate persons to receive service fellowships, appoint service fellows, and determine specific stipend rates for individual actions within the ranges established under FDA’s Service Fellowship Plan.

3. LIMITATIONS.

A. The authority to approve Service Fellowship Plans and exceptions to the approved plans is retained by the Director, Office of Management Programs and may not be redelegated.

B. The Human Resource Center retains the authority to approve all appointments subject to the Office of Personnel Management Handbook of Qualifications.

4. REDELEGATION.

These authorities may not be redelegated.

5. EFFECTIVE DATE.

The Commissioner of Food and Drugs approved this delegation, via memorandum, on June 4, 2010.
