Carryover Balances in FY 2011

Under MDUFMA, fees collected, appropriated, and not obligated at the end of a fiscal year remain available to the FDA in future fiscal years.  They are referred to as carryover balances.  The operations in FY 2011 resulted in a net increase in the carryover balance of $9,750,719, from $44,237,117 to $53,987,836.

 

Table 4 captures FDA’s carryover balances at the beginning of each fiscal year since the beginning of MDUFMA in FY 2003.

The balances in Table 4 reflect the cumulative cash from the beginning to the end of each fiscal year, the net cash collected, and any refunds or other adjustments that occurred during each fiscal year for all cohort years.  The numbers do not include any accounts receivable.  Therefore, these numbers for FY 2010 and FY 2011 differ from the numbers in Table 1, which reflect total net collections for the cohort years only.
