Major Functions and descriptions
Systems and Data Management: responsible for all major human resources technology systems, internal IT support, helpdesk and file room operations. The team maintains close coordination with other pertinent FDA offices involved in IT development and provides input to Agency human resources information systems technology. Coordinates and provides data information requests from internal and external clients to include coordinating demographics and workforce data for various HR reports (e.g., Staffing Reports, FOIA Request, Ad Hoc Data Request).
Workforce Relations: oversees the Agency’s management, employee and labor relations program and acts as the official liaison on behalf of the Agency management with recognized labor unions and unions seeking recognition. Oversees all facets of organizing campaigns and elections of unions seeking recognition; participates with HHS on negotiating contracts with recognized union; represents the Agency in unfair labor practice, mediation, impasses and arbitration proceedings before appropriate adjudicating authorities and provides advice and assistance to FDA managers and employees regarding the full scope of labor management relations activities.
Client Services: provides the full range of human resources services to all FDA centers and offices. Services include recruitment, competitive (Delegated Examining) staffing, merit promotion, position classification and management, processing all personnel, pay, benefits, and retirement actions. Responsible for implementing and consulting on the interpretation of legal and regulatory requirements for all matters relating to HR issues and transactions within the scope of the services provided.
Executive Resources: provides leadership, direction, coordination, and policy guidance on Agency‐wide executive resources and scientific programs or services. Serves as the Agency’s expert on the interpretation of legal and regulatory requirements for all matters related to executive resources and scientific programs to include recruitment/staffing and pay compensation. Develop FDA’s Guiding Principles and other internal guidance to ensure compliance with overall HHS policy, hiring authorities and pay administration and compensation.
Accountability Program: responsible for monitoring, evaluating, and reporting on the effectiveness, efficiency and compliance with law, rule and regulation, veterans’ preference, merit system principles and prohibited personnel practices as it relates to human resource management at FDA. Develop and implements a full scope accountability program that includes audits and program reviews of all major HR programs (e.g., staffing, delegated examining, compensation, classification, performance and incentive programs, labor-employee relations, training, etc.). Provide recommendations and training strengthening compliance and accountability programs.
Policy and Program Development: develop and coordinate the implementation of human resources policies and procedures for Agency activities involving employment, recruitment, classification, compensation and benefits, employee and labor management relations, training, career development, quality of work life issues, and executive resources. Provide regular updates, training and briefing regarding HR policies and programs to HR professionals, FDA supervisors, managers and employees. Through conducting benchmarking and environmental scans of other HR programs, develops and coordinates implementation of new human resources/human capital programs that will help FDA meet organizational and programmatic needs. Initiates and recommends demonstration and/or pilot projects. Handles all request to HHS and OPM regarding personnel variances, veterans pass-over requests, direct hire authority, and request for exceptions to policy, rule or regulation.
